ExxonMobil Production Company is currently looking for experienced regulatory specialists in Houston, TX to provide regulatory support and expertise to its US oil and gas assets related to state and federal oil and gas conservation activities
Primary Responsibilities:
* Serve as Subject Matter Expert for assigned Geographic or Functional area
* Expertise in Federal and State regulations to support the activities of drilling, well work, operations, production, projects and facility installations
* Advise customers of the requirements and agency approvals needed
* Prepare numerous regulatory filings and submission to regulatory agencies in timely manner
* Monitor and document progress of filings/processes to avoid project delays
* Identify bottlenecks or problems early in process and communicate with project owners
* Assist in developing consistent and efficient compliance programs
* Assist in compliance issue investigations
* Ensure consistency and review procedures to identify precedent setting issues
* Manage day-to-day regulatory process issues regarding permitting and reporting, commingling, subsurface and surface activities as well as other regulatory responsibilities
* Provide regulatory guidance to other functional groups within Production, Exploration, and Development
* Manage interface with State and Federal Regulatory Agencies:
* Work with multitude of regulatory agencies and agency personnel to obtain the desired results and maintain license to operate
* Coordinate information gathering for agency requests and inquiries
* Provide verbal and written communications to agencies
* Monitor state and federal requirements related to oil and gas activities
* Negotiate agency approvals and influence agency decisions where possible
* Liaison between Regulatory and various internal interface groups (Engineering, Geology, Drilling, Operations, Land, Measurement, Accounting)
* Represent Regulatory and ExxonMobil to regulatory agencies, industry associations, and other companies, serving as technical resource
* Process Development and Improvement:
* Seek opportunities to improve existing processes
* Maintain ongoing documentation of processes
* Develop local process documentation to implement regulations and programs
* Prepare and present training to other functional groups
* Share Lessons Learned within and outside work groups
* Teamwork:
* Participate in Asset Level Team Meetings (ALT) and project meetings
* Coordinate efforts with other regulatory subject matter efforts
* Share findings with work group
* Participate in periodic communication/technology transfer meetings
* Participation in industry groups to assist in defining new regulations
* Oversight of third party contractors to obtain required regulatory permits and results

* Ability to effectively interact with field, office, management, project groups and external groups
* Willingness to travel (20%)
* Ability to handle an administrative workload (incl. competency in computer skills)
* Ability to work in a structured framework and seek improvements in processes, practices, communications
Preferred:
* Knowledge of the Oil & Gas business and operations
* Regulatory/Environmental background and/or interest
* College/Trade School degree
Work Location: The regulatory specialist assignment will be based in Houston, TX but may require travel to various global ExxonMobil US business locations.
