Position Description:
POSITION SUMMARY: Under the general direction of the Program Manager, responsible for leading, directing, and managing Team ITT's Logistics Division. Responsible for providing material and property management, POL supply as well as DS/GS level supply support on an area basis throughout Kuwait. Responsible for providing comprehensive maintenance support at Camps Arifjan and Buehring as well as maintenance support on an area basis throughout Kuwait. Maintains close liaison with ASC and DLA supply and maintenance representatives and managers.
MAJOR JOB ACTIVITIES:
1. Supervises the mission activities of the Supply and Services and Maintenance Directorates.
2. Establishes policies and procedures for performance and control of all project business management functions and technical support.
3. Executes current operations and plans for future supply and maintenance operations.
4. Provides technical assistance and guidance to functional Directorate management staff.
5. Maintains working knowledge of the Army's data processing systems as they relate to the contract's total logistical responsibility, including the ability to implement future programs; unit status and material readiness program; ability to plan for mobilization and reserve component logistical training and support; military correspondence; and chain of command.
6. Leads the Team ITT Logistics Division work force in implementing Partnering with ASG-KU and ASC.
7. Maintains close liaison with ASG-KU Director of Logistics.
8. Ensures accurate inventories of GFP and supply and material inventories are maintained.
9. Ensures material readiness standards are met or exceeded.
10. Ensures area support logistics standards are met or exceed.
11. Ensures that quality standards are applied to all levels of the work and measured for effectiveness.
12. Develops and implements annual budget for the Logistics Division.
13. Reviews fiscal reports for accuracy and manages the Logistics Division budget and adherence to the annual plan.
14. Participates in long range planning for supply and maintenance support activities affecting operations throughout Kuwait.
15. Responsible for oversight of data administration on the contract to include submission of reports, CDRLs, development of plans, SOPs, and other required contract documentation.
16. Monitors and reviews personnel performance and provides subordinates with counseling and guidance as required.
17. Develops and supports achievement of performance metrics for the Logistics Division.
18. Supports metric achievement by enforcing standards, team building and mentoring.
19. Leads or participates in process improvement activities.
20. Ensures compliance with applicable Environment, Health, and Safety (EHS) and Waste Management policies/procedures.
21. Implements and maintains a safe workplace program, ensuring safety is the highest priority.
22. Ensures that all subordinate employees are trained and understand Team ITT EHS and Quality Assurance (QA) requirements and goals. Maintains documentation as necessary to meet these requirements.
23. Works to achieve Team ITT goals and contractual commitments.
24. Interfaces with other Team ITT Managers and program staff, as required.
25. Handles confidential matters (personnel actions, management reports, etc.) in accordance with ITT's policies.
26. Communicates professionally, both orally and in writing.
27. Performs other duties as required.
MATERIAL & EQUIPMENT DIRECTLY USED:
Personal computer, printers, calculator, FAX machine, copy machine and other general office equipment . Operates non-tactical vehicles as required.
WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:
Works in a general office environment. However, duties may involve the conduct of work in the out of doors with a potential exposure to extreme climatic conditions. Work requires continuous walking, standing and sitting.
Experience Requirements:
MINIMUM QUALIFICATIONS:
Education: Degree in Business, Logistics or related degree desirable. Extensive military training in logistics plans and or operations or equivalent civilian course work required. Thorough military or industrial logistical or operations training and experience, must have a broad and comprehensive knowledge of the theory, principles and methods required to plan, track and execute a Logistical Support Operation.
Experience: A minimum of ten years of military logistics plans and operations experience. Needs to be intricately familiar with logistics plans and operations, transportation, maintenance, supply and services, military operations management, professional support service, investigative, technical or other responsible work to providing services to support a specified mission. Ten years specialized experience in progressively responsible positions in the Department of Defense encompassing the following: understanding of operational planning, logistics, data collection and analysis, information control techniques, security operations and a broad knowledge of the organization and functions of a variety of supply, maintenance, transportation and training functions, military equipment, and automated systems.
SECURITY CLEARANCE: Secret
