Position Description:
POSITION SUMMARY:
Under the general direction of the KBOS3 Program Manager, responsible for the operations and maintenance of the computer automation systems, data networks, and radio communications infrastructure supporting personnel located in Camps Arifjan and Buehring, and smaller camps and other operating locations throughout Kuwait. Responsible for departmental team development, technical leadership, and management of technicians that support specific areas of operation within the IT&C Directorate. Coordinates with the Area Support Group, Kuwaiti government authorities, tenant agencies, and combat unit leaders transiting through the facilities. Responsible for compliance with existing Department of the Army (DA) and ITT Information Technology (IT) and Communications policies/procedures and direction. Responsible for developing and updating operational and technical project plans and project execution. Responsible for implementing Information Assurance standards and processes to provide IT security over data and communications networks and to secure and protect government information.
MAJOR JOB ACTIVITIES:
1. Plans and manages projects by identifying, defining, and justifying projects, and preparing associated budgets. Also includes project tasking; scheduling; budgeting; and preparing and maintaining project, service, and program records and reports, correspondence and planning documents per DA and ITT policies and procedures as assigned. Works with management to determine program staffing and resource allocation requirements.
2. Ensures that assigned deliverables are accomplished to acceptable levels of quality and performance on schedule and within budget. Responsible for managing budget and staff.
3. Responsible for implementing IT&C standards, policies, and procedures for the KBOS3 Program.
4. Provides professional technical leadership to establish a working environment consistent with Directorate goals and objectives. Encourages professional development, team building, coordination, and cooperation.
5. Implements and maintains a safe workplace program, ensuring safety is the highest priority.
6. Handles confidential matters (personnel actions, management reports, etc.) in accordance with Team ITT policies.
7. Develops and supports achievement of performance metrics for the IT & C Directorate.
8. Performs duties in support of KBOS3 program metrics. Trains and orients subordinate employees on performance, documentation, and activities that affect the achievement of Team ITT metrics for the KBOS3 program.
9. Participates in the selection of staff each season, which includes ongoing evaluations throughout the season.
10. Supports the achievement of metrics through establishing and enforcing standards, team building, and mentoring.
11. Provides direct support, using staff resources as necessary, to the achievement of all metrics related to Team ITT.
12. Oversees the establishment of programs required to meet normal and contingency operations. Directly monitors and controls these programs as needed.
13. Works to achieve Team ITT goals and contractual commitments.
14. Interacts professionally with ASG-KU staff and other agency officials.
15. Communicates professionally, both orally and in writing.
16. Performs other duties as required.
MATERIAL & EQUIPMENT DIRECTLY USED:
Workstations, printers, calculator, FAX machine, copy machine, and other general office equipment. FM Radios, antenna systems, and COMSEC equipment.
WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:
Work is generally conducted in a office environment. However, duties may involve the conduct of work in the out of doors with a potential exposure to extreme climatic conditions. Work will require lifting up to 50 lbs.
Experience Requirements:
MINIMUM QUALIFICATIONS:
Education: Bachelor's Degree in Applied Science, Computer Sciences, Communication Engineering, Management Information System (MIS), or closely related discipline from an accredited college or university. 8 years of experience in management, supervision, and leadership can be substituted for degree.
Certifications and Licenses: Project Management Professional (PMP) Certification required. Applicable technical and professional certifications desirable.
Experience: 5 years of progressively responsible IT Management experience. Strong communications skills and knowledge of communication systems and techniques. Technical expertise in pertinent areas of technology specific to the group's mission. Knowledge of international and long logistics chain multisite projects.
