Responsibilities
The Health IT Program Manager works directly to support the development and support of health information interoperability, health information exchange and electronic health record implementation activities of the Health Solutions division. Activities include all aspects of forming a new practice from product and service definition, business development, recruiting, and general oversight and operations management for internal and/or client projects.
With new contracts, this position will serve as an individual contributor supporting Vangent clients as a health IT subject matter expert providing research, white papers, and analysis, and/or manage a medium-sized project team. PM responsibilities include program management office functions such as project planning, work plan creation and management, staffing and personnel management, client relationship management, and overall performance management against project objectives, including earned value and other required measures of success. Subject matter knowledge should include governmental strategic planning initiatives and programs, such as Enterprise Architecture, Capital Planning and Investment Control, Budget Planning, Performance Management, and Strategy Development.
Qualifications
Bachelors Degree and minimum of 10 years relevant work experience, at least 5 of which in a project management capacity required
Experience in public and private sector management desired
Experience working with federal civilian sector and state/tribal/local government clients desired
Masters Degree preferred
PMP certification a plus
Experience managing Electronic Health Record (EHR) and Health Information Exchange (HIE) implementations preferred.
Experience with "open source" EHR systems (e.g. VistA) a plus.
Knowledge and understanding of government-wide initiatives and requirements on federal agencies, including OMB processes and mandates, President's Management Agenda, and eGov initiatives preferred
General healthcare domain knowledge, including clinical care, healthcare research, healthcare administration and public health
Understanding of Healthcare standards (e.g. HL7, LOINC, SNOMED-CT, ICD, RxNORM, and other standards specified by HITSP Interoperability specifications)
Knowledge of health IT standards is helpful, particularly for medical vocabulary or electronic health records, as well as knowledge of the healthcare domain generally.
Knowledge of Health IT Standards Development Organizations (SDOs).
Knowledge of federal HIT implementations within agencies such as HHS, DoD, VA or others
Familiarity with the activities of the Office of National Coordinator for Health IT.
